                        Construction of River and Stairs Diagram by each City
                        Each participanting City choose 3 priority areas for improvement.
                        A group River Diagram is produced
                        Presentation in plenary

13:00 – 14:00    Lunch

14:00 – 15:30    Session 3: Best practices sharing: Peer assist reviews
                        Group discussion and sharing of good practices on priority areas identified in
                        previous session.
                        Cities share its issues/challenges and ideas to solve them.
                        Identification of common principles/lessons for action.

15:30 – 16:00    Brief descriptionof the field visit

Day 3: Friday, October 17, 2008

09:00 – 10:00     Lecture: “Epidemiology of HIV with focus on the changing face of
                         pandemic”

10:15 – 11:30     Session 4: Best Practices Sharing: Development of knowledge assets
                         Capture knowledge from peers in a way that it can be re-used by others.
                         List updated resources and contact persons

11:30 – 12:30     Presentation of knowledge assets on the “Marketplace”
                         Participants will get an overview of other group’ knowledge assets.
                         Presentation of 4 best practices from participant cities (15 min. each)

12:30 – 13:30     Lunch

13:30 – 15:30     Session 5: knowledge fair
                         Formulation of offers and requests to the group
                         Exchange of know-how and match-making between offers of good practices and
                         requests for peer learning

15:30 – 15:45    Coffee break

15:45 – 17:00     Lecture: “Estonian context: Harm reduction and HIV prevention among
                         drug users. The role of government, cities and municipalities”

Day 4: Saturday, October 18, 2008
09:00 – 09:45    Session 6: Drafting and presenting action plans by city delegations
                         Each city delegation will develop an action plan for the next twelve months, with a
                         focus on new partnerships and exchanges to progress in identified priority areas.
                         Personal commitment of the member’s delegation regarding the plan should be
                         included

09:45 – 10:00      Coffee break

10:00 – 11:00    Peer review: country comparison, clustering the countries/cities,
                        establishing support groups, agreeing on regional objectives

                        Establishment of a regional core group to guide and monitor implementation
                        through the Communities of Practice; agreement on the objectives and activity
                        plan for CIFAL Tallinn for the following period, including personal commitments

11:00 – 12:00    Official Closing Session
                         4 delegations will briefly present its action plan and commitments for
                         implementation (10 min. each)
